Sailing permits
Process overview
Before vessel entry
- Submit required documents to Dubai Maritime City Authority (DMCA).
- Agent submits crew and passengers list on the API system (Advanced Passenger Information).
- DMCA issues a temporary sailing permit until procedure completion.
- DMCA coordinates with Dubai Customs for vessel inspection or the General Directorate of Residency and Foreigners Affairs (GDRFA) in Dubai, if a VIP service is requested. Else, the agent visits GDRFA directly.
- After compliance with all requirements and paying permit fees, DMCA issues a sailing permit.

After vessel entry
- Submit required documents to Dubai Maritime City Authority (DMCA).
- DMCA coordinates with Dubai Customs for vessel inspection or the General Directorate of Residency and Foreigners Affairs (GDRFA) in Dubai, if a VIP service is requested. Else, the agent visits GDRFA directly.
- After compliance with all requirements and paying permit fees, DMCA issues a sailing permit.

Vessel entry by cargo
- Submit required documents to Dubai Maritime City Authority (DMCA).
- DMCA issues a temporary entry permit and Letter of Undertaking until completion of procedures
- Vessel enters the berth.
- The agent completes the following:
○ Requests exit permit (to manage maritime mooring operations in the authority)
○ Visits the General Directorate of Residency and Foreigners Affairs in Dubai
○ Submits exit permit to Dubai Customs system and provides DMCA with proof of submission - After compliance with all requirements and paying permit fees, DMCA issues a sailing permit.
